Confirm transactions is depend on your priority fee, it is not about the price of bitcoin.

Just put the reliable fee for your transaction to getting a fast transaction, but not recommended for little amount because you will feel the fees is not rational for your . just make a transaction with the standard amount to avoid getting unrational fees.

Price is moving slowly up to 700$ and will probably continue to go up while halving approaching.Most people just wait that day because they think price will be best to sell their coins and make some profit.For me,all options are open due to the nature of Bitcoin,in just few days we can see +- 200$ up or down in price.In any case it will be interesting in the coming days and after halving for sure

yes you can buy bitcoins now or just after halving because halving doesnot effect the price in one night. it takes some time to pump the price up. for now you can make a quick search about the last halving on 2012 to get a clear idea.
