Not sure what I am missing, but what screw are you using to attach the Nepton 280L cooling head to the board, nothing seems to fit.
I had to go to home depot and get 8x 3/4" 6-32(think thats what they are, well normal coarse thread PC) screws
Same here. I actually prefer this method to the thumbscrews, have more control and easier to make small adjustments.

Double check that all the PCIe power cables are properly attached, and then power cycle the unit (with USB unconnected, the USB cable can power the board).
Im seeing something weird.
I measured all the pcie connectors.. they are all 12.8v.
But I noticed that FAN 2, 3 has low power as the fans are slow, FAN 4 has full power (fan is going really fast)..
Another thing that is happening.
I went to power cycle the board like this:
1. USB & power supply off
2. Turn on power supply
3. Plug in usb
The board will start up, but then keep cycling (nepton head light goes on and off, and fans wind down and start back up again. This keeps happening on a loop.
If I do:
1. USB & power supply off
2. Plug in usb
3. Turn on power supply
It starts and doesn't do the loop above.
EDIT: The loop happens when cgminer is running, I just shut it down and did:
1. USB & power supply off
2. Turn on power supply
3. Plug in usb
And it is firing normally.
Ok now have this error:
