if you look at the market the top projects are far away from perfect... and nevertheless they are the coins with the most marketcap..
so only good looking "tech specs" would not help...

It's a lot rarer to see this happen these days and there's not many assets that can achieve this currently due to market conditions

I see the situation in this way: they're lots of projects, but we need one that could affect the whole market. I'm interested in Kelvin Blockchain becuase if they can realise their quantum technology their speed will go up to the sky.

Difficult predict. i hope now all tokens can be the price as when ico i have been very fond of unnecessary until 100-1000x this snagat difficult .they maintain their own price also difficulty
I'm still sitting in ELIX and Upfiring expecting them to do another x10. $100M-$500M feels like a proper evaluation for these projects. Then I plan to move a larger part of savings to IOTA. Hopefully, it's price will still be suppressed by that time.
Meanwhile, I was looking from time to time for similar undervalued projects in the range <$10M. The only one I don't dislike is Network Token NTWK. They don't have whitepaper yet but that project grew out from a specific problem - lack of understanding blockchain technology among newcomers on cryptomarkets. That's project with concrete demanded use case and active development. Lots of positive comments on bitcointalk topic too.
Also, HAT still has some room to grow.

Neo, LTC, and Stellar that I think you can buy. The coins for the moment indeed in conditions of very low and if you want to invest very precisely. The Altcoin will grow and continue to follow the development of the Bitcoin and Ethereum.
It's very hard to achieve that current situation. Maybe last year it has a higher chance but in this year, altcoins just lose value more that it gains. Maybe when the markets runs better again then we can expect that to happen in some coins like AMON and CROWDMACHINE.
RDN aims to bring the biggest benefits of DAGs to the blockchain: scalability, fast and cheap microtransactions. It's built on top of the blockchain (ETH) though, so I think it's more of a band-aid solution. I think it will perform well, but that eventually, DAGs (or an even better tech) will make it obsolete in the not-so-near future (3-5 years, give or take). This one is new though, so I haven't bought in yet myself.
IOTA and XRB are what I believe to be the next big thing since they're the only ones I can think of that have a significantly innovative technology underpinning them. If the block chain tech is considered as VHS, I think that the directed acyclic graphs are DVD. It's perfectly reasonable to say they're beta max though, and I'm keeping an eye on RDN and will buy in heavy if it drops to $1-$1.50 (fingers crossed there's a big dip after the ICO) since it could let block chain stay on top for a while longer until another technology comes out that's better than DAG.

The next one. I think there are a large number of coins which can crack that odd once the market cap hits one trillion. Reaching a project valuation of 5B will easily see a good number of cryptocurrencies having surpassed 100x. I think this will happen in 2019 for some great platform coins with great partnerships
X100 is much of course, last time ICON was 60x when his price was around 10 dollars. I think that 100x coin can be a blockchain project that focused on technology now and with adaptation it can get a good boost. Also i like exchange tokens.
