He's asking for identification so that strangers don't go and just hack everyone's email to go request coins to their own BTC address. So then the returned coins are stolen AGAIN.

2. We've had reports of people finding out attempted access to their email accounts. The attacker has everyone's email address and balance to know who to target.
3. We do not want to give any more coins to the attacker.

Just reply to the email. If he forged the email header then the reply wont get back to him.

Ask the user to verify that they sent the request. (Put a random number in the title.)

Unless he's sitting outside your door, that should be safe.

the attacker cant have our btc address.
when we deposit btc in inputs.io, we use a btc address.
So, how about use this address and email to distinct the attacker and real user?

But what about CL refunds. It was a week now since you said we would get an update TF. If you have read my emails (I don't know because you didn't reply) you know the situation.

no, that makes no sense. he has no way to verify who the original account holder is, since name/ID was never required. no matter what, he can't verify anything. he is just trying to minimize payouts by deterring people. because after all, who the hell wants to give this possible scammer their dox?

The account holder is required to have access to two things to access their funds.

1. their account password, or the password of their email address
2. the PIN code

In order to make TF give you a refund, you need one thing

1. the password of their email address

Much fewer requirements. If the email is compromised, hackers will IMMEDIATELY hop on and tell TF to send a refund to their address. What can you even do with the ID of a random person who owns money on a random web wallet?

Nothing.

God, People are idiots.

The only reason why it would matter if someone showed their ID, is if it turns out that they HAVE hacked someone else's email account and DID actually send to TF an email requesting a refund.
