I would honestly suggest to you one thing that I have learned from my years in Bitcoin. Do not worry about the "right" buying times. Rather you should do DCA (Dollar Cost Averaging). Invest bit by bit at prices you think are a nice buy. I for example would by every dip little by little. At some point you will make a nice profit when Bitcoin reaches a new ATH anyway.
Waiting for the right moment to buy has cost me a lot of opportunities. I do not recommend it.

There is absolutely no right or wrong time to invest in bitcoin, because everytime is the right time, but in some cases depends on the reason why you want to invest in Bitcoin, since it is actually a volatile currency whose price value fluctuate every seconds. Bitcoin was around $30,000 above just 30days ago, and now its around $20,000, which is equally one third of it's all time high of $68,000 November 2021. So investing in Bitcoin now for a long term will be the best of idea if you have the fund, because its better than keeping your money in a savings account that won't yield any reasonable profit

It is not hard for long term holders to know the right time to invest, only what is very hard about crypto is what is hard about stock and fiat, which is trading. Investing is not hard but requires patience. If the market had been very bullish, do not invest again, wait until the market is very bearish. Like now, we know that the market is very bearish, we are in the bear market time, then why ain't we investing, this is one of the best time to invest. But more bearish market may come, never sell, or you may not even invest all your money for now so you can invest more during more bear market.

A lot of people are even praying and wishing Bitcoin drodps to 13k so they can buy at a lesser price in the bear market. Yes you can invest in Bitcoin at the period we are in. Bitcoin recently moved upwards direction for the past six to eight days now. But I don't know if this will be the last time Bitcoin will ever come down to such low price. The thing that I said today would be different tomorrow and no longer valid anymore of how the behavior of price actually is, I would probably recommend to just search it by yourself and use whatever technical analysis you do because the effort and research you do will be worth it at the end considering the effort you put into researching something in trading, especially if you are a newbie. 
This is what most people asked over the time one thing in them might speaking or whisper to them secretly saying "Don't you think waiting a little bit will be more better". Then after reading lot of posts in the forum you will decline the useful advices given to you by just following your mind and at last your still endup asking same question if the price go against you.
So take a bold step and stand on what you want not what people tells you so if you must ask people around then be ready to apply their advice given to you.

Actually, it was not all about finding the right time to invest as we never can find it. What is important is that we never miss this great opportunity to buy potential coins at a low price. It will soon rise, the market went high again and we already had some ready for that moment. Whether today is the right/perfect time to invest, or not but at least we did what is best for our future and we make an investment despite the situation as soon as we can make some profit from them.

Yeah, dollar cost averaging always has proved as a worthy method of strategy to profit out of bitcoin market. For dollar cost averaging, you never need to bother about where the bitcoin market is heading. Still, not buying by the times of ATH by year-end is not advisable for all kind of investors. As a newbie, the right time to invest in bitcoin is when you have understood the basics of bitcoin and how it works. After having understanding of how bitcoin works, you need to have money for investment. This can be a spare money that you won't be needing in 3 years time, commit the money in bitcoin, relax and forget your investment till 5 years. That is the best way to go. If you cannot do this, begin to trade then.
