I don't get why you think he is unlucky.
I think you didn't get why the thread has been created. He was the only Hero member with 1024 activities. The previous highest was 1021.

As I read the title I thought there's some newbies that call themselves unlucky for not ranking up since merit broke their life. Grin

Those users above aren't unlucky and all they need to do is to post nor wait for the activity to update.
So expect these users to rank up after 12 days from now.

I don't get why you think he is unlucky. Obviously the amount of merit needed for Legendary is there all he needs to do is to create 6 more posts in order to gain the remaining 6 activity in order to become a Legendary member assuming that he will be legendary when his activity hits 1030, which is the guaranteed number for him in becoming a Legendary member. I don't call that unlucky at all as he only needs to post more compared to people who is in need of merits in order to rank up which is a much harder thing to earn nowadays.

I had to wait until close to that activity until I turned Legendary.  I forget the circumstance exactly, but it was really, really close to when the merit system was put in place.  People who were about to turn legendary and then got hit with a new merit requirement were/are the really unlucky ones.  

A-Bolt has been here since 2011, so if rank was important to him he could have achieved Legendary a long time ago.  Obviously he couldn't care less about ranking up.

He is not unlucky. Unlucky were the hero members that needed few activity to get legendary and we're only dropped 500 merits.

I don't think it was unfair, because i believe that 500 merit is not impossible to get if someone wants to become a legendary.

In addition to post rank and activity, a user needs to have spent a certain amount of time on the forum.
I believe it is upwards from two years for a legendary member.
So once that user has been on the forum long enough, he would be promoted.
if it's not done automatically then he/she just needs to make one post more

The reason why this guy is stuck at 1021 Activity points is because that is how many posts he made until now. Your account gets 14 activity points every 2 weeks, but they will only get added to your activity count if you make 14 posts in that period (or even later, they remain as long as you are active). If you make 7 posts in 2 weeks, you will only get 7 activity points for that.

Example:

A user creates an account, and starts using it immediately. We already know that an account is assigned 14 activity points after every 2 weeks. So, the guy makes only 10 posts in 2 weeks. He gets 10 activity points for that period. After 2 more weeks, his account is assigned with another 14 activity points, but he made only 10 posts again in that period, so he gets only 10 activity points again. At the end, his account was assigned 28 activity points in 4 weeks, but since he posted only 20 times in that period, his account would only have 20 activity points. The remaining activity points are added as soon as he posts again.

That is how activity system works. The guy you mentioned must have had enough potential activity points to be a Legendary and maybe that is why he got 1000 Merits in the initial Merit Airdrop, but since he doesn't have enough posts to reach Legendary rank, he is still a Hero member. He will become a Legendary as soon as he reaches 1030 posts which would complete his activity points to become a Legendary member.

Most users have more Posts than Activity. A-Bolt's Activity is only limited by his Post count, which means all he has to do to become Legendary is create a few more posts.

He has the required merit no doubt. He already have 1021 activity out of the maximum required 1030. I do not see anything to do with luck yet. He still needs 9 more activity to get the rank.
