Yes, I did come across such members as well. I didn't pay attention to it at the time, so I can't say for sure how many were banned in the meantime. But BPIP did display the achieved status next to some of the usernames.

We can use the Merit Dashboard to see some of these things. For example, the following set of filters list those that sent between 0 and 5 sMerits historically, have received at least 30 sMerits, and were last active this year:

We can play around with the filters to fit different criteria. Perhaps an additiional filter would be necessary to delimit the sMerit TXs to a certain timeframe.
This is what i like about it that you can tweak the information according to your purpose and filter out the information.Have collected many merti related charts and information through this site and thanks for providing the updated sheets for these records also from time to time.

You only need yo to know how to scrap out the information and you can get lot of searches through Merit Dashboard.

Dr Charles is actually the only one who sent merits to someone. Therefore, he is not longer in this unpopular table.
Every other member is still at 0 sent sMerits.
So as expected they still are silent on the smerits and only one of them you have previously mentioned above has sent out those 25 smerits in a single transaction last year.When i was compiling the list above for 120 days have an estimate that most of them must not have not sent any merit after your last update also.

Another way would be to use the Google Sheet I update each week, as per the procedure described here:
I keep a monthly track of those that are the most generous and the meanest in terms of usage of their sMerits for my local board, with the obvious limitations related to data for airdropped sMerits and Merit Source sMerits, but if gives me a rough idea of what we wanted to see over there.The associated Google Sheet includes a second tab where I include the data for all merited profiles forum wide, and with a bit of patience, once can place filters and play around with the data.

If, for example, we set a filter for "MeritsEarned" > 50 and "%sMeritsSent" <= 25% (over earned) I get a range of 452 accounts, of which only 185 are Active/Semi-active (have at least logged-in over the past 30/90 days respectively). With this set criteria, there are two profiles that posts every now and then on my local board, and which I merit. I know that they are sMerit mean buggers, but above this lateral game, I appreciate their technical knowledge that they tend to display when helping out stray members on my local board. Other than that, I’m not really aware of other people’s meriting habits, even though I could easily check on the said list. I’ve got more merits than I tend to hand out, despite my sprees, so I’d probably only consider their meriting habits if I had very few sMerits to handout, and even then, in the big picture, it doesn’t seem like much of an issue.

It's possible. The original list was created in January 2019. A lot of time has passed since and many new accounts have been created in the meantime. I am positive that some of them have never shared a single merit, but I also don't think there is a whole lot of them.
Not just possible, but probable. Almost a guarantee I would say, without checking the data. I don't think it's a bad thing. We have merit sources for a reason, the non merit sources of the forum have no obligation whatsoever to send merit, and I wouldn't expect them too either.

That's why we have merit sources which can generate merit out of thin air. They keep the merit circulation continuing to go around, and while non merit sources sending merit definitely helps the community, I don't think it should be expected. Especially, when someone is just using the platform for personal questions, and what not.

Maybe they didn't distribute any merits in the last 120 days, but they still could have done it earlier than that. My last update of the OP was in February 2021, so it's been a while. Dr Charles, for example, sent 25 sMerits to someone last year. I checked a few random names from the table you made and he was one of them. I will check all of them when I feel like doing some investigative work. Grin

He has given only 11 merits in total time span on the forum and out of it 10 to CB in the WO thread so you see he is not interested in giving out merits at all but @LoyceV has further clarified you on the matter that you were the one giving him merit.

Since the thread got bumped, I might as well check out if any of the merit hoarders gave anyone any merits since my last update. I will put it on my to-do list.
Just bumped into this thread and found it quite interesting to have the list for the members who are not giving merits at all so let me help you a little bit on this one.

I manually collected the data for the members in the @OP to check if they have given some of the merits in the last 120 days and the results are still the same :

If you think you can shed some more light on the matter, by all means, do what you do and let's see what you can come up with. I think I went through the accounts manually back when I created this thread and it was quite time consuming.

Like a newly registered account that receives merits but does not spend the sMerits or an old high ranking member who wasn't initially active but then starts receiving merits and does not distribute them

I decided to take another look at this thread to see if anything changed, and there have been some changes.

Plutosky is now actively participating in the merit distribution system. I have removed him from OP.
dgcarlosleon sent one merit in December 2020 which takes him off the list as well.
goatpig sent a 50 merit transaction, so he is removed.
Shawshank took some time and sent 2 merits to other accounts.
vh has sent 27 merits.
kschneezy is no longer active, but he took part in the merit distribution during 2019.
miramare got banned, but sent no merits while he was still active.
Febo distributes merits from time to time and is off the list.
Wingzcrypto2018 sent 2 merits, got banned in the meantime, but that still takes him off the list.
kschneezy has also sent a plenty of merits in the meantime and is off the list.
strawbs is now an active participant in the merit distribution and his name has been removed from the list as well.

So the most you could get is if you were a Legendary who maxed out your activity points in the last year, in which case you would get 1 * 0.4 * 1000 = 400 sMerit.

Note that I later made an adjustment giving 500 extra merit to some hero members, but no extra sMerit was given here.

I'll probably publish a dump of the initial sMerit at some point.
But: based on this, I should have received 400 sMerit. I only got 200.
