I think you maybe need to rephrase this. There are people on that list like hilariousetc and DdmrDdmr who have given away hundreds of merits, but because they have earned so many they still have lots available to give. You can't really say that people who are on the list of most generous merit givers of all time are also on the list of people who do not give merit.

"floor()" is a mathematical function:

How is the "max" calculated?
"Max" is the all-time high of the amount of sMerits a user has ever had. It is a peak value of the chart.
It’s a rather "unfair" list in my opinion in relation to the objective ("list of members who have but do not give merits to others"), penalizing the greatest Receivers who may in turn be some of the greatest Senders. The list also shows people with barely available 20-30 sMerits, which is not that much really.
Obviously, your merit distribution policy is even and fair. I think that it is normal to have some reserve of sMerits.
