I transferred BTC0.2 to dgex, bought 20k NXT at 0.000004, and sending that over to my own wallet. see how this goes

there is no fee to buy or withdraw NXT, it's definately legit, it may take up to 24 hours to get the NXT withdrawal, but it's ok.
what about where it says Cash Out (0.9% fee is deducted, min. 0.0005 BTC)?

You probably didn't enter the exact same phrase.
it has to be exactly the same, upper/lower case, whitespace characters, everything, otherwise it'll be a different account number.
Best of all just use a string of random characters, 30 or more characters long, and save that string in a cool dry place.

This is a nice feature of Nxt, u can set 0% fee and still earn money.
Then you are not distributing that fee to other person. Let's say if everybody decides to put down a 0% fee? Then nobody would gain coins through transaction. That defeats the entire purpose of nxt and thereby will render nxt as useless.
Transactions with 0% fee will be reject as incorrect.
