May be the troll which is taking place or you are reffering are not that serious to take a step, or may be they are not troll at all in moderators eyes. There are discussion on tgus. I would like to remind everyone that trolling is not allowed if we read forum rule number 3 here:
Number of trolls is growing every day, because they have nothing better to do in their life but to write crap.
Why is that not sanctioned more by moderators?
If they can't be banned, and I think they should, why not give them special Troll role in their profile so that everyone can ignore them and don't reply to their crap?
