The item drops indeed are random and yes the bonus they produce once you turn them in does indeed have a wagering of 40. They do drop at random during your gameplay and the value they got do vary. So for instance you can get which go as low as this one:

But you can also find this one:

Which is the Black Flagged V2M Muscle with a value of $12.

The amount of items you can save up is practically unlimited, they don't get turned into bonuses if you don't want them to become a bonus yet.
