Maybe you can report it to 3rd party mediator? I don't think that countries where they originated will go after this online casinos that might "cheated" us. It all boils down as to the risk of using VPN or not.

They might go to the resort of asking you for KYC, and if everything is not adding up like the location then casinos will go for that account locked and your funds confiscated. And we have seen those cases a lot in the Scam accusations board.

The casino will stand on its "No VPN" policy regardless if a player is from a country where gambling is legal. The casino is likely going to win any case that's filed against them if their terms has been very clear from the start. It's weird that you ask for protection when you knowingly violated that policy.

There should be a local regulatory body in charge for gambling things you could try to reach out to, however, keep in mind that changing your IP address to another country with better protection does not make you under their jurisdiction.

Rather than being legal alone, I think it has more to do with a country's legal framework around online gambling and how it is being enforced. Using a VPN is mostly about keeping your online stuff private.  That goes for anything you do on the internet, not just betting or gambling.  Even if gambling's totally legal where you live, you still got a right to privacy and  you probably don't want nosy people peeking in on what you're doing - whether its your folks, your boss, your internet company, the government...  A VPN keeps all those folks from snooping through your online data and stuff you're looking at.  It's about protecting your privacy, basically.

When you are living in a country where gambling is illegal, I guess you don't have a security blanket when the casino cheats on you. It's like you being a criminal yourself couldn't call the cops when another criminal robs the stash you stole from a bank.

This is pretty good question but I personally have never experienced problem like this so maybe one way that can be done is just to make report on some of the official social media accounts that they have.

Aside from the privacy I don’t really know what vpn helps you with. Most people that use VPN to access gambling site: which is not advisable ( since you’re sharing ip addresses with several other users that might be connected to that same server).

The only way I see VPN protecting cheaters is still related to privacy since the cheaters can create multiple accounts (for casinos that are against having multiple accounts) and then use VPN to access each of them -making your ip addresses different, that’s the only cheater protection I can think of right now, but the casino system will still be able to detect if the ip keeps on changing they might request for additional verification despite them allowing vpn just to be sure that they aren’t dealing with a cheater.
