I never use VPN service, so my question can be stupid for you, but for me is very important one thing:

1) When I have installed your service can i change my IP as i want - i mean: can i choose place or region from where my IP is coming?

Yes, for sure! that's how VPN works. For more informations, you can click at https://itday.com/vpn/best-vpn-services-of-2017/

The answer of your question is yes. Because that is the primary purpose why VPN is made. But it depends from what kind of VPN you are using because there are free VPN that only have limited country. But if the VPN is a pro version I guess you can choose different country all over the world, if you want from india's ip address  you can choose the india as your country in that VPN service you can hide your IP address and you can browse different site if its block from your ISP.

I think IronSocket has everything you need.
Now this sounds like an interesting one.
But my quam is what's the advantage of using a VPN over a VPS?

Mine Cyberghost license is almost expired and want to buy a new license. Now I don't care if I need to change to another VPN provider if there is something better around than cyberghost. Also Cyberghost is in my eyes really expensive and think other VPN providers can do the same for less money.

Any recommendations that are not outdated are welcome.

I'd only recommend AirVPN and I2VPN (since I run I2VPN xD and it's based in darknet)

Try USA VPN its best for security, privacy and freedom Smiley
http://www.usavpn.com/
USA VPN is good. I used it for some time ago. Now I am using Sock5 proxy with proxifier software. Although it is little bit expensive services, I am satisfied with it, as it gives you complete anonymous identity while your are going online especially with the need of fast surfing.

Bitcoin acceptable vpn: I paid $30/year when express ran a promo a while back. Works on Mac and Windows just fine. Keep an eye out on Slickdeals for promotions. Read Expressvpn review.
Mullvad: it's offshore hosting, cheap, accepts bitcoin, and you don't need any info to make an account.
FrootVPN - no cost either
Purevpn- Accepts bitcoin. Detailed purevpn review.

I recommend you to try ExpressVPN it has the best and sustainable servers in almost all the major regions of the world, but if you want to go for a more reasonable option then PureVPN would be a better choice for you with the best affordable price.
