i like to believe by and large unverified accounts are simply traders from another country that don't want to use their local exchange to do their trading, because the fees / liquidity are better on stamps.

I remember that you had to get verified last year to even withdraw BTC. So older accounts of people who had money/BTC stuck there are at risk, which probably has been priced in already.
