Not true. For most, there are no rules for posting, for example LISK.

50 post - 100 post it easy to get for many members without spamming(in 9 weeks)

If there is a problem before main net launch, for example a fundamental issue that can't be solved that prevents the features promised in the OP working as expected, will the ICO funds be returned, either fully or partially?

Lisk is not even released yet, which money made with lisk should go in waves? You mean after the launch people will sell lisk to buy wave? so if something come out before waves release, people will sell waves to buy the new one? Interesting, it's an infinite chain where nobody will profit.
