No. it does mean that the site should get 0.02 profit from your referral. then you can earn 0.01btc.. site charge 1 or 10% fee from any mixing. if some one mix 1BTC , site will charge 0.01btc as fee. it mean when your referrals mix 2BTC and site get 0.02btc profit. then you can earn 0.01 as referral comission.
there is no max fee as every customer can use custom fee option - only minimum is stable and it is 0.5%. We can say that sum of your referrals mix have to be 2 BTC or less. .. to earn minimum - 0.01 BTC to withdraw.
