I am a little surprised if this doesn't already exist, i mean there are rich lists already, and personalized view wouldn't be too hard to code. But most of us don't keep all the coins/tokens in one address so rich lists are kinda misleading.
But not everyone want to share the amount of cryptocurrency they are holding. Why would you tell others about your wealth, especially on the internet where hackings are everywhere. The richer you are, the more you are prone to hacking. So do you think, richer people will share that info? Doubt that there's something like this. But if there will be, it may be not an accurate list or data.
There isn't any application you describe, because it doesn't really help and makes any sense. If you want, you can search for the top addresses to store ETH and I believe there will be full statistics. But surely it will take a lot of your time and effort. It is best to have as much ETH as possible because in this market, the first thing we care about is profit

I think this kind of sites or apps are just for entertainment purpose if there are any available sites and we should not take it seriously because these sites or apps are made just for fun and it's my opinion that we should not disclose our main address even it's btc or ethereum address so that will be great.

an aplication like blockfolio can help you. If you have mobile you can install it just search blockfolio in google playstore.
I dont have any idea about the webiste but i suggest that app i use that application since 2017 and it was really a big help.

I don't know such website and also never will know what person have the highest balance, address yes maybe you can find but you don't will never know to who be long that balance, for exchanges yes but for people names no.

network has various capabilities to determine how rich you are based on the assets that you are holding it right now. If you are having a lot of money and you must be catagorize as the whale and that will be so easy to search that.

I believe you should search through ETH network, so you can find addresses with the biggest amount of ETH on them, but I do not know about other blockchain and if there is any kind of such information source in the web.
