Create empty txt file
copy'n'paste this:

rpcport=15715
addnode=46.8.10.28
addnode=46.8.10.3

Click File -> Save as, then choose all files in bar and type weedtokens.conf
Must help.

Are you sure you didn´t save that as weedtokens.conf.txt ?
