If you think the bounty manager is not active anymore better not to participate and go for a new bounty which is way better that can actually pay for your work if ever. I don't know such bounty manager exist. If he is a legitimate bounty manager he wouldn't put his name at stake. So either the bounty is a proxy of a scam project or he totally don't give a thing about you guys.
