The first move is to inquire about the spreadsheet update. If there is no reply or nothing is updated then you are free to withdraw from the campaign. There is no one forcing you to join bounty campaigns so you can join and quit freely. The next thing to do is to avoid those kind of manager.
What can be done to a bounty manager that failed to update the spreadsheet since the beginning of a bounty campaign till the end of the campaign and even after he did nothing, if you are wearing such signature campaign what will you do? Since you need to promote another project.
It is not a problem if the bounty manager didn't update the spreadsheet in the whole campaign but he would check it after the end of campaign but as a manager I choose to check spreadsheet weekly so I know what the participants are doing, or what wrongs they are doing so I can easily check them and warn them and I also choose to check early to know who are cheating and submitting poor reports so I can remove them ASAP in the campaign.
It is a big problem if the manager only check and update the sheet at the end of the campaign. There will be lots of errors and discrepancy. It would be unfair to the bounty participants because their effort is unjustly validated.
Signature campaign should be checked weekly and should be updated, I think the manager really didn't bother in checking its participants or in the bounty itself.
That is the ordinary thing to do but good manager do random check within the week to see if someone is cheating the campaign. Like for example, there is a case where a signature participant joined 2 different campaign at the same time. He cheat the campaign by changing signature materials during the scheduled counting thus getting paid in both campaigns.
