I once participated in IEO, when the listing price was directly above the IEO price and I sold all coins I had, of course I got a lot of profit, but some time after I sold it price continued to dump. There is also an IEO that directly has dump price when listing.

At this time, it depends on the quality of the project. If the project is a good one with good team, buying at ieo will be better and will give more profit . But if otherwise, buying at exchange after dump will be good.

There was no guaranteed profit in IEO method , but some exchange that offered the IEO might still profitable . IEO participating has more risk , but chance to greater reward or loses . But it is risky because the project might not make it well in the market and your investment will not break even its value. There is allot of investment platforms established today, ICO's, IEO's, IMO's but the similarities they have is that, they all have their own tokens that they promote and that makes investment risky but profitable. But for me, the chance that we took risk upon investing is quite higher than the fact that we could earned allot because in our present times, we mainly focus on easy money, not considering the fact that already established cryptocurrency such as bitcoin and Ethereum is what we need for us to earn profit in order to tell that we are playing safe to reduce losses.

Truth is, figure out the reason why you invest and the profit is not far off.
You can buy on IEO when there's a chance for 100% bonus. That way you're assured of profit once it is listed. But some wait for the dump to buy cheaper. Maybe its about the right timing. Whichever suits you.
I think it is more profitable and safe to participate in the IEO program than to buy in an open market because if you buy in the market you are gambling and the price has gone up high if you are buying in the market
It depends on the exchange and the solid of the project. Apart from the few IEO I have witnessed on the launchpad of Binance, I do not think there are any token sales that the price ever goes above the sales during the IEO and ICO for the past two years. Most of them are always being traded very below the crowd sales and this is the reason why It is always advisable to buy after the token has been listed provided the token is backup by a solid team that is ready to keep on developing as indicated on the roadmap because apart of some token that are not listed during sales, some will be listed but after some time they will be delisted if they are not being traded and that might be the end of such project. So in case you want to invest you can look out for some solid project that are conducting IEO on exchange with a good history and buy a few days after the token has been listed on the market.
