For me, I only go with and ICO who do have a better roadmap and which I feel has the great opportunity to succeed. Also, there are too many things you should consider not only on the roadmap but on other things such as the amount of coins they will be releasing against the amount of currently invests and so on and forth.
ICOo could be a nice for investment, but only if you know what are you doing.

The issue is how to you truly determine who is really behind most of these ICO's. 75% of them have fake pictures and fake development teams I have researched several only to find out some people don't exist or some are employees of various other companies.

Lol, true regarding Ethereum. There is no best ICO at the moment as there is a wave for now and everybody simply try to catch it.

In my opinion good ICO are Sharpe Capital, Spectre and Soma ( about last one not sure ) have a look maybe this is what you are looking for

It is definitely a hard question to answer given the vast number of (potentially junk) ICOs out there these days. Finding the good ones has become much more difficult recently.
It`s very difficult to say or to give an advice. There are a lot of analytical articles about it. The first rated ICO are Brave (35mln $), Aragon (25 mln.$) and Ethereum (18,4mln $).
The most profitable are Stratis, Spectrocoin, and Storj.
So, I am agree with junoreactor "different people different opinion'', so for me the best ICO is Aragon.
