For me the perfect ICO would be one that offers a unique product that solves a problem in a simple yet secure way. This perfect ICO would have a well written whitepaper, be sticking to their roadmap and its team would have expertise in the field. there is no perfect ICOs but there are good or or better or best or excellent etc.. mostly ICOs have flaws that is why after ther ICO is finish they start to develop it. you are new to investing so you have to research first.

for me the best ICO today is bitxoxo simply because it had been proven that the trading platform was the top exchanger in india aside from that they have a lot of volumes sales daily , the people who uses the platform participated in their ICO that is why pre sale was a huge success , and currently main sale is ongoing and i am sure that this will be another success .
I really do not recommend you to invest in this scam gamble. Most of them are so fake, and it is very hard to find out if the project is a scam or not. Better to invest in alts or Bitcoin.
