I would like to do that too, but the governments of the world will not allow it. In fact there have been some attempts like the one you describe; one of the most famous attempts to build a new nation is “The Principality of Sealand”

if i will be a billionaire, i will give some to charity.. because "billion" is already a lot of money.. and i dont want to be known as a billionaire coz ill be close to danger.. holduppers r going to be around me all the time.. ill still live a simple life.. just between poor class and rich class.. and for the people who needs my help, even if they treated me bad before, ill still help them.

I would use my power to end the global financial dictatorship.
I would spread bitcoin in underdeveloped countries, influence peoples thought against corrupt world leaders
and put an end to pooverty. Being a banker or a media giant would be less cool than it is.

Definitely promote and introduce means for bitcoin to be used in those countries that could really need it and slowly bring them out of hardship and wipe out some of the crazy loans that other larger countries have bestowed upon them.

I would take it all in $ones, thereby defunding the whole populace so that they would have to reduce the Fed to nothing and start over with Bitcoin. Of course, they could simply print more, so a $billion wouldn't be near enough.
