Well i think charity is the optimal answer not to feel bad and have a faith that that money/food/clothes or anything will get to him or her. well if not you will still help others and it's not your fault you have dumbass rulers who restrict kindness what if the rules in your country do not allow money to beggars and if you are still willing to give then you will get a fine.

I will give other gifts in the form of food, clothes, story books, bags etc., besides if I have a job he can do, then I will give him a job

I will see what beggars are like, is the beggar body still healthy or helpless, if the beggar is healthy then I will not give him money but I will give him advice. If the beggar is helpless then I will give him money and help him in other matters.

I would assume that the reason you want to give money to the beggar is because you want to them to have money to be able to buy food, well if that is the case I think it would be better if you just give them food. By this I am sure that your government would not take it against you as it shows only that you want to help.

I might not because there is a reason why the government doesn't allow people to give money to beggars so most of the time I might not give
I would give if he or she really need the money and pay the fine if I get caught
