Every year has its own peculiar problems and this can be seen clearly in the crypto industry in the years 2017 and 2018 when it comes to ICO projects that took place.In 2017 ,the bull market made so many projects collected so much eth even though some were scams and could not give investors value so most of the investors became disappointed so the results of that disappointment is reflecting in 2018 ICO projects where most people do not want to invest again.

there is no difference and the average ico still has the potential to be a scam. only for this year investors for ICO continue to decrease and many projects fail because they do not reach the soft cap or only achieve a soft cap.

The difference is mainly that people have realized that most ICOs are either scams or are simply filled with incompetent teams. On top of that, when an ICO is finished and tokens are launched on exchanges, then most of the time, tokens are much cheaper than the ICO price. So, many people who are interested in the project don't invest in the ICO, but rather buy it later from exchanges. And lastly, ICOs  dump a lot of ETH for development or "other" purposes and so it affects prices of cryptos in general. That's also a major reason that people are avoiding ICOs. But yes, that does not mean you shouldn't invest in ICOs. If there are good projects with strong team, well laid plans etc. then you should definitely support those ICOs.

The difference between ICO 2017 and 2018 are many but I will just mention this. In 2017, the ICOs find it easy to raise fund during ICO because a lot of people are willing to buy ICOs but in 2018, ICOs find it difficult to raise soft cap for their project. Whereas in 2017 getting hardcap seems so easy. Another difference is that in 2017, scam ICOs are not too rampant but in 2018 scam ICO is the order of the day.
