That is because there is no magic answer. The best high to sell is relative to when you bought your low. If you want to make 40 dollars profit then the best time to sell is anytime it breaches above that from when you bought the low. This is for the traders. For everyone else pretty much now is the best time if you think BTC is worth more than it is currently going for.

yes I know the most appropriate thing to buy is when prices are down or low. but there is no sign that prices will continue to go down or stop. so it would be difficult to assume that the low prices or not

That's true and we don't think that it will go below 400 in next couple of weeks, as we are expecting price rise now so if you want to buy bitcoins, then this is the right time to buy.

I buy bitcoins when the price is good as a example the time is right to buy now because the price is low.
Also you have to look if the future is good for the market price, now its good because of the halving.

the current price is stable in the range of $ 410-$415.
