It is nothing unusual or strange. First, you have to know that there is nothing like 'official bitcoin price'.
Every exchange is different, there are differences in volume, number of active users, price etc.
In this case it seems that Yobit stayed a little behind the news and its users didn't react to it fast enough to correct the price.

Whenever there is a price crisis that is happening I always look at it as an opportunity and not the other way around, if you are wise and believe the future of bitcoins you will also see it as an opportunity to buy because it offers the very low price and you could even earn doing short term investment.
