I know I’m a newbie on this site but you have to start somewhere. I have a lot experience hiring for blockchain/ICO projects. A good place to hire people for a Blockchain project is on Upwork (google it, I have no affiliation.). On Upwork contractors are tested on their skill set, extensively that they claim they are skilled in. You get to see their scores if they are new on the site. You would need to know the skills necessary to hire qualified people. What I like about Upwork.com is that the people that you hire to work on your project are held accountable because you rate them. If you think their work is unacceptable than you don’t have to pay for the work. I also think recommendations from Full Member and above with merit here on Bitcointalk is good. There is a good chance you can trust their recommendation. They did not get to that status for no reason, they put in time to get that status! Geographical region is not so important, more importantly, are the people you hire available for video chats if not local to stay updated on your project and not waste time. When ask them question you can hear if their voice it they are confident. Good luck to you!
if your thinking from a geographic sense, I believe Singapore is a good option. Good language skills, readily available of talent, supportive government on blockchain.

In person is the best place to hire a team. Arrange meetings and conduct interviews and all business in a group to stay on the same page. Try organizing a small meet up for like minded people and I'm sure you'll find quality talent.
I would love to do this but the area has a very weak crypto community. I would have to teach everyone about crypto in a third language and i dont think that is appropriate for the timeline haha.
So if anything i will just organize it for the future in another city to get best results .

I have looked into a handful of agencies but i would honestly prefer team members that believe in the project versus people just offering a service trying to make money.

You would be surprised but the best is your local headhunting website.
You need a team that specializes not on block chain but have real world production experience. It does not matter if they never worked in crypto or not familiar with it - it does not matter. Good developer can pick it up in a matter of weeks.
