You can use double exchange:

Exchange PayPal → OKPay on the site http://24multiexchange.com/
Exchange OKPay → BTC on the site https://qcashpay.com
Can these 2 exchanger site be trusted? Have you done any transaction on these websites?

I highly doubt it.

Only because I never even heard of these exchanges until now. Why would someone try something unknown to them, when they can use known service like localbitcoins...
I think its risky to risk your money in that 2 exchange sites.. better to withdraw your money from paypal and try to buy in local bitcoins or use perfect money many sites are trusted there.. like changer.com

Don't use QCashPay.com site!
I have placed 2 orders #33181 and #89824 3 days ago and still they haven't completed. I've submitted a ticket, also have written to their email address yesterday. I received the following answer from David Jhon
- sorry for delayed. cause our sender blocked new sender is joining in morning today. i will send
thanks
But nothing was done.
Today contacted with QCashPay.com - QCashPay Team by Skype. After I said about my problem, he went offline.

with paypal people could scam you even for only $8

I agree, they would. There are some that would scam you even for $1. But looking through the Currency exchange thread, I have noticed that generally there are people who would take a risk and sell these small amounts, lets say up to $10. If you have a brand new account then no, but if you have been on the forum for a while, like OP is and you don't have any negative feedback, someone might sell you.
I can suggest to use paypal with trusted users with tons of private transactions.

Good tip.

I did create a topic offering my 7 bucks for satoshis on the currency exchange section.

Lets see what will happens.

In the first exchange the fees are 4% At the end in the second exchange you get 0.03124629 BTC which is worth 7.42$ not bad at all.

Your best bet, would be using your paypal to pay a friends invoice and use that cash.

The cash will then be for localbitcoins doing it in person for $20-30 for testing how bitcoin works is my suggestion since youre new.

better try to find an exchanger or person who trade currencies, there are many of them on facebook, but usually if u are new to them, youll be the one who tranfer first

It seems the best option for now...

But can't I find this person here? It should be a lot of exchangers in this forum. Right?
i dont know bout that, but facebook offer more details about identity, would be easier to trust someone there than here

Hi...

I have almost US$ 8,00 in a Paypal account and I Want to transform these few bucks in some satoshis.  Grin

Where can I do this with safe?

Well, if you want $8 on btc, the best way to do it is by buying to people Grin, here https://bitcointalk.org/index.php?board=65.0 Believe me, I bought btc in this page "Virwox.com" they took like 20% of fees. Good luck!

buying to people in the lending section? LOL

all i can suggest the OP since he is just a newbie here, try using virwox, even you will pay much fees, both party will be safe from chargeback
