Go for the Blockchain wallet, its a safe wallet got a lot of options for later and is also more secure than the other online walles from nowadays.
Blockchain for the win!
Never call an online wallet as a safest wallet. Even after having bitcoins you are going to a centralized system by using a web wallet. Still, people are choosing it for the reason of mobility.

Many people misinterpret blockchain.info with blockchain technology and they themselves assume blockchain.info as an official wallet services for bitcoin ecosystem.

The fact is blockchain.info is a private services started and run by one of our forum members. So, we need to use it with our own responsibilities.

You should take the blockchain wallet because its way better with others and its also that it got a lot more function too than the other ones these days.

Did you read the OP? This guy wants to transfer $0,15... Blockchain will charge $0,50 on fee, how they will use blockchain.info?
First of all bitcoin transaction fee is not dependent on amount of bitcoin you are sending. Instead 'weight' on the transaction and inputs used for it are calculated.
Current cheapest transaction fee is 60 satoshi per byte of data transferred. Standard size bitcoin transaction is 220-230 bytes which will result in fee of around 13k satoshi ($0.09)
As my experiences used blockchain the charge is 10k satosi. I dislike use blockchain for send small account, but I like use for send big account because is faster than other wallets. And now I more like use xapo and coinbase wallet, becausr transaction fee is free.

Yesterday i did two transfers one around 0.04 btc, second around 0.03 btc - both with 10k satoshi fee. I must admit that it takes couple of hours to get first confirmation.. i was not very happy that it take so long, but transfers finally comes.

But if we talk about wallets for sure not online wallets!
I think that the easiest for new users is MultiBit (i prefere Multibit classic)

If that must be wallet online - i will choose Coinbase.

The fees are based on the size of the transaction.  So if the number of outputs/inputs increase the size of the transaction increases too as well as the fee.  Also you may wondering who receives the fees.  The miner who mines the block along with your transaction receives it Wink

If you want a web wallet that has no fees.  Try Xapo wallet, I only use this wallet for a short period of time so I don't really know but they're claiming that they eliminated all the transaction fees.  See here: https://support.xapo.com/how-much-does-it-cost-to-send-bitcoin

Also see the coin control feature of bitcoin core which lets you choose inputs for every transaction

Please i want to know an online wallet i can use to send but small and big amount of bitcoin without fee. The current one i use is block.io but charges minimum of $0.15 per transaction which they call "network mandatory fee "no matter small .
ALl web wallets have fee's even you are using you based country bitcoin wallet because in every transaction you will covered a transaction fee because of that fee's you will helping them keep the security and keeping the website alive to pay also those workers who are working with that website. it's not mandatory fee its just a requeireed
Not all web wallet has fee like coinbase everyone can use their wallet and your transaction fee is free  they are cover this fee.
Unlike other online web wallet.. but i am more trusted to electrum wallet and bitcoin-qt than the other wallet..

I believe that Xapo wallet don't have fees...

You can move you thread to here https://bitcointalk.org/index.php?board=222.0 or search for more info in this section about web wallets.
Does not Xapo charge anything for on chain transactions? How do they cover the cost?

I never understood this too lol to be honest I don't use Xapo...

Maybe they have an card service, so the free fee thing can attract people to use their debit card, something like that.
On the FAQ section of xapo they have written that they are paying the fees of transaction for their members as they care for their members and that is right I am using it and I do not pay any fees for any transaction. You can try that you will notice the same as I am saying.

I think xapo is the one of the very few who doesn't charges transaction fees, here in my country local bitcoin wallet address providers & exchange doesn't charge either.

And why you are afraid to be charged $0.15 per transaction if you are earning great amount for it. I guess that just think that it is somehow your donation to maintain their website running.
$0.15 means 0.0002 BTC is not a problem but recently I noticed that blockchain has charged me about 0.001 BTC which is equal to about $0.70 and for some users that amount is also a higher amount and there is also a fear that it will increase more in the future.
As far as i know the fee goes up based on the size of your transaction, so if you have many inputs/outputs in your transaction the size becomes bigger that's why you have to pay more to send it in order to get fast confirmation, however the fee can be adjust but when the fee is lower than recommended fee it caused the confirmation is longer. You should check this site https://bitcoinfees.21.co/ in order to get information about fastest and cheapest fee right now and which fee you should use.

So most of the people here are suggesting xapo or coinbase. I guess op got already the answer for this. I can't even suggest some more because xapo is the most trusted online wallet that I had use that has no transaction fees. But I stopped using them already because I do experience this stuck of confirmation. Just like this,
I would prefer coinbase if you are seeking a Web wallet doesn't have a fee but expect confirmation times would be long as usual or even got stucked, as other member said here too. Usually you could actually adjust transaction fee for faster transfers but as you mentioned you like it free then use coinbase or xapo. Just don't forget the possible risk that would happen in your bitcoin.be sure to read their ToS.

$0.15 is a bit much if you make lots of transaction on small amounts, if you don't break the rules of coinbase I would prefer them because they will cover the fees when you make transaction from their web or mobile platform.

As you are looking for an online wallet, I endorse here the blockchain.info also, as many other already did. I'm using their services since the beginning of the year and never had any problem there. Very useful and popular service on crypto-currency world.

But, there are another wallets also, like the Xapo, very popular actually.
