Pretty good advice, but be aware that everyone has their own investment choices at this point as almost all coins have recovered now, even more so for Bitcoin as the king of all the coins already in the crypto space, so no need to write lengthy suggestions to other people, just direct it simply because those who listen to you will definitely do it.

You can allocate 80% to the top three coins and the rest to look for profit opportunities trading new projects or participating in the project whitelist has been suggested, if you are lucky on the right new altcoins you will get bigger profits than the top coins.
This suggestion from you may be very suitable to be applied in conditions like now because there are many coins that experience an increase in price, especially the top coins like Bitcoin and Ethereum, and this is certainly able to trigger other coins to move up as well such as Cardano, Tron and others.

16.000 usd is a lot if you are ready with all the risks involved to buy crypto, but in my opinion it is better to save the money first in the bank and you learn about crytpo then from there you will be able to find and analyze which coins you are ready to buy and invest

Focus on existing coins as those are the safest investment. Make sure you find a right entry point (preferably when the market is down, rather than peaking)

LUKSO (lyxe) is a top project for this run when it launches this spring... Made by creator of the ERC-20 token who was one of the co-founders of ethereum. The other 2 projects by ethereum co-founders are polkadot and cardano which are both top 5 cryptos. Of course do your own research because this is just my own opinion about LYXE, but trust me LYXE will become very big in the end of this year.

- NEAR: This is the first one my list. It's a layer 1 protocol that's in the same league as solana, Matic, Tezos and others. But unlike other layer 1 protocols, Near is built on the philosophy that better user interface and user experience are key factors that would facilitate mass adoption of crypto and crypto related services. Additionally, there's a lot of awesome projects building on NEAR
- ICP (Internet Computer) - Weird project name, I know but it's (in my opinion) one of the few top tier projects that haven't made huge moves yet. It's still young - token sale was in 2017 but team released tokens in May this year. Currently priced around $41 with an all time high price of $700 ($2000 on binance ONLY). Do note that the project has been under heavy criticism but so far so good, it's doing well.
Unfortunately that's as far as my list goes, you can check out other layer or layer 2 protocols and buy as well.

Yes, and it would be even better if it was divided into 4 different coins, three of which are the ones you mentioned and the other one in Cardano, because Cardano is also a good line of coins to invest in.

How about Solana, bnb and FTT tokens, these three tokens have a bright future potential in my opinion, I believe that FTT and Sol will be among the top 5-10 in future, bnb might pump above $1k to 2k in future, I believe that bnb will bring a pump run greater than the way eth did when it was around $300+ 
You are newbie, I think you should not be too risky with new tokens.You can refer to and focus on bitcoin, ethereum and bnb instead , they are really safe for you. Then take the time to research and learn more , choose your favorite coins for yourself.
I agree that there is a lot of risk in the market for newcomers so bitcoin ethereum and BNB are the best currencies among other currencies these carry much less risk and no fear of being lost if the price goes down it will go up. You have to wait patiently for this this currency is in a very strong position in the crypto market.

I highly recommend you to buy btc, eth, and bnb. These three coins are the best coins with the least risk. Even if there is a crash, I believe the price of this coin will continue to rise because many people want to keep it.
This is a decent setup for everybody's portfolio. A few than the others but this is a solid one. You get BTC and ETH and just add some BNB. Before it's Litecoin but I think we're seeing the new transition.
But the two top cryptos, btc and eth, they are hard to be replaced in our lists.
if i have to buying any coins as my investment i have several criteria for it.
1, buy project that have uility or usage in their ecosystem
2. this project must solved the problem in crypto market now
3. this project build new feature that come from outside market and bring it. so it will attract investors from outside crypto market.
maybe if talking it my 1st and 2nd point will be BNB and Solana , but the third point i didnt met yet.

The three coins are coins that always have good volume and fast movement, so it's not wrong to choose because anyone will like all three even though there are also people who can't afford to buy all three at the same time. 
With such a capital and coupled with the fact you are new, one mistake can take all that funds from you. So the best and first thing you should do is to know how the crypto space works, how to save your private keys, how to be safe from phishing scam, how to trade on exchanges, how to trade on DEX through the correct contract address and so on.
