I am trying to find the best wallet to send transactions.

Which web wallet charges the lesser fees?

Blockchain.info

You can set any fee but after that you will regret why you have paid that less fee because your transaction will take a lot of time to get confirmed, Almost all the wallets uses less fee. But the best online wallet is blockchain.info you can set the fee.
Also, you should know what is the normal fee is going per transaction.

or you can pick instant withdraw: TRANSACTION FEES 0.00027869 BTC and your tansaction will appear in 15min in blockchain..

so if you dont have to make a payment instant you will have low fees!

I know that customizing the network fee is possible. I was mainly thinking of flat-fee wallets from exchanges.

I need to have the ability of knowing the transaction fees beforehand.

I don't think if there's wallet like that, as a customizable transaction fee, like blockchain.info(suggested above), electrum has that feature also, and mycelium but you can't manually edit it but there's a 1 sat/byte fee option there.

And as what others said and what I posted all over and over, that the same wallet provider like coins.ph and coinbase doesn't require a tx fee in every transaction. And with exchanges that requires a minimum fee, like Bittrex with 0.001 BTC and the same with other exchanges.

And knowing the transaction fee, first you have to know what is the size of your transaction before sending, and in mycelium wallet, you can see the size if you want to send BTC so that you can easily know what fee is suitable for the transaction.

And with the coins.ph > coins.ph wallet they are free together with coinbase and xapo. But when it comes to lower fees, the most used wallet is blockchain.info.

Coinbase is also free from one Coinbase user to another. But off-platform, Coinbase and Xapo both have pretty high fees. Last time I transacted it was ~0.001 BTC fee for the former and 0.0015 BTC for the latter. Granted, your transaction gets confirmed in the next block, but your transaction could get confirmed in the next block for much less. You'll pay less on Blockchain.info than either, in my experience.

But regarding the OP, I'd just go with a lightweight wallet -- Electrum. No time to sync the chain, connect to trusted nodes if worried about attack, and you can edit the fee manually. I usually just go to 21co's fee page and choose something in the 0-9 block range. It usually gets confirmed within a couple blocks and I pay 0.000027 in fees instead of 0.001. No brainer. Unfortunately, Electrum's fee estimation isn't great, so it's best to enter fees manually based on current network congestion.

If you're just gonna send coins to someone here in Philippines, its better to use coins.ph since coins.ph to coins.ph wallet transaction don't require fee.

If not, then coinbase. They have lower fees than capo.

The same wallet provider to the same wallet address will cost nothing and it's actually free. And with the coins.ph > coins.ph wallet they are free together with coinbase and xapo. But when it comes to lower fees, the most used wallet is blockchain.info. But sometimes the fees are quite too high for me so I'm just letting a couple of minutes pass and will check it again later on, we can adjust the fees to low priority if you don't want to pay higher and you can wait.

Lesser fees isn't the concern here since basically most of the web wallets using these fees to ensure that funds will be received in no time. But if you are fine to set it the way you like, then as suggested above used the one in which you can modify the fees. As far as my web wallets is idea is concerned, I think only Blockchain web wallet allows you do it.

But remember, setting up lower fees might take your transaction to be confirmed so long.

Here are my past transactions last week:

Coinbase: ranging from 80k-100k satoshis

XAPO: 150k satoshis for medium transaction and 200k satoshis for higher priority.

Othen than that, I don't have an idea.

You should be using a wallet that allows you to customize your fees. Fees are based on the network load and are required for every transaction, so I woulnd't say that there is any wallet that "charges the lesser fees", since those fees are not paid to the wallet provider.

For a web wallet, I would use Blockchain, since they do allow you to customize fees. See which fees are recommended at the moment of your transaction to avoid paying too much without needing.
