I believe that all the threads he creates have a purpose. Regardless of whoever gave the instructions, activating the self-moderated thread feature means he's not new to this forum.

I think nothing good will come of this. It appears he chose prominent projects for his ANN topics for a reason and made them self-moderated in order to control the discussion in his favor.

Importantly, I have asked this and at the same time invite you guys to keep an eye on this member. For so long the altcoin announcements board has gone unnoticed by high ranking members (who think all altcoins are bs).

I agree. I noticed that he edited all the topics and added a line at the top stating that he's not an official representative of the project. But we should definitely pay attention to him. The rest of his posts are nothing more than one-liner shitposts.

He didn't seem like an official representative, but maybe someone who was paid to advertise him on the forums. I also think that without being an official representative then you can also post ann's thread for any project that pays you for it, you are certainly not responsible because you have to tell the community that you are not one of them. I didn't see that from that user, maybe he just got paid or did have some other purpose.

I remember some time ago, someone offered a post job to low ranking members (without using the campaign attribute). It's impossible for people to pay people without expecting a return on more than what was spent. Maybe this is a new way to spread phishing sites.

I am no professional in rules in the forum but I don't see any rule stated that you cannot post ann thread. I think it's allowed as what I think is that the poster did have contact with the owner so I would say that it's why the user posted several ann thread (possible case is that the user is paid). It could also be as what Little Mouse said that he may be posting a fake ann thread that is the same the original one. We can assume what we just discussed or we can ask that forum user the main reason for posting different ann thread.

I was just checking the announcements (altcoins) board (after a long time) and a user caught my eye. This is the account: Unikon

He made several announcements of major projects. I don't know if he's actually the official representative of those projects, but it's unlikely. What I'm worried about is that if someday people start paying less attention to this user, he will change the OP by inserting malicious links. What's more, all threads are set to self-moderated (as most scammers behave). So far, there is no self-disclaimer that confirms the identity behind this account and its role and rights.

Are there any rules for this case?

You can also monitor those thread and links if necessary, and report if they change in the future as it currently doesn't appear that he is plagiarizing or having malicious intent. Thread moderation is just to prevent spam, most likely in my opinion for anyone concerned with the quality of posts "on the appropriate boards".

It doesn't really matter who posts it.
The case is quite different, LoyceV. I just found that he had posted an announcement of Kusama today which is not supposed to be posted by him in any way. Kusama is part of the Polkadot project by Gavin Wood. I think the guy is in something, maybe trying to deceive someone or trying to phishing or maybe trying to build a fake portfolio lol. But this doesn't look good at all, to be honest. This guy needs to be monitored. I will defeinitely keep an eye on him.

There are no rules for open and starting a Thread !
Everybody can start a Thread and an Announcement of a project or Coin , was happend the last few years so many times !
Be careful with download links here on the Forum and check them 3 times and do some research first before you doing it.
If you think or see a ANN with a change to a malicious links then report it to the Moderators.

I consider most ICOs, Defi en NFTs scams waiting to happen, designed to grab money from naive greedy people for the creaters, who then move on to the next one. It doesn't really matter who posts it.

As long as there's no plagiarism, all this is allowed. People should really learn not to believe anything they see advertised.
