As per my understanding, the decision on some of the controversial issues in the United States, such as the gay adoption and same-sex marriage are taken by the SCOTUS, and not by the POTUS.
That said, the POTUS can influence these decision, as he is the one who is nominating judges to the SCOTUS. None of the judges in the SCOTUS are neutral. Some are pro-Democrat, and the rest are pro-GOP.

And when I was talking about third world countries, I was talking about smaller nations such as Moldova, Gambia, and Yemen. Unlike Iran or the DPRK, these countries are not capable of putting up any sort of resistance against the Americans. That will be the future for our country(Philippines) and I hate that because our government put a very small portion of funds into military and when they buy military equipments, they will use it as method of corrupting money from money of people and that make us piss. It is revealed when one of the biggest corrupt people(Janet Napoles) partnered with the majority of senators, congressmans, mayors, vice mayors and other crocodiles to spend their funds into her fake NGOs and they will buy secondhand military equipment at full fair market invoice price of those equipments.
