IMO the main reason is the fact that it makes people think that its actually possible to win a lot of money and they get excited because of that in a very short period of time, it makes people want to try again and again I think.
In a sense I think you are right but people who has won one time is tend to play again and again because of the feeling they get in winning in gambling they get exited then sometimes addicted to gambling.
