Hello,
Why are most signature campaigns only for higher rank members? Why not for junior members or members? Who decides which rank members are included in a campaign? Campaign manager or company owner?

Generally, in Bitcoin Paying Signature Campaigns, below rank members are not allowed, but some are allowed. In most signature campaigns, members below full members are not allowed. Why it is not given can only be told by the Signature Campaign Manager and the company, but the bonus is also allocated to lower category members in Signature Campaigns.

There are still campaigns that offers services from newbie to legendary ranks but it depends on the kind of project they are offering and if they require lower or higher ranked members to advertise their signatures but you shouldn't worry much about being part of a signature campaigns yet as all you need do is build your rank to a higher level and learn more about the forum, signature campaigns are just like an added advantage for making quality post in the forum even though it is also a means of advertising the companies that we represent their signatures and Avatars. A campaign manager can decide the rank they want to use to advertise a company's signature and sometimes the company can also give the manager directives on the rank they should use in advertising their signatures and avatar so both managers and the company's management are included in making the decisions of which ranks to use in advertising their signatures and Avatar.

First of all this is dependent on the type of service that the campaign is going to advertise that’s why even some members who have the required forum rank still do not get picked is because of where they post, so the criterias of a signature campaign are just more than rank. One key thing that gets lower not to participate in a signature campaign is because they are deemed to be not having post quality, it is dependent on the campaign manager because some CM gives members space to participate.

Now the most obvious reason is the limitation in the space for signature codes, this space are limited for lower ranks making the signature of the advertising company to be not visible as it would be. We all know advertisements is all about visibility, so how do you spend money on a thing that can’t get you the required audience.

There are camping’s for even lower rank, just that they might not be available currently. I have seen campaigns for member rank and above previously, and I know that in the future we are still going to see campaigns like that, but currently I don’t think there is anyone like that.

Why not for junior members or members?
Because the project team doesn’t want a lower rank, there is nothing anyone can do. If a manager is accepting a campaign, then the team will give the manager what they want.

Both the campaign manager and team will come to an agreement  and conclude on some particular requirements, but if a team says they want full members and above, then there is nothing the manager will do, that’s what they want.

Higher ranks are most likely to get signature campaigns because they are more experienced about this forum and their signature space is bigger which can display the ads (signature) of the company they are advertising for very well. But know that there are some campaigns  for lower rank like full member.

Also know that the company gives the campaign manager the work. The manager is the one that will select and do all necessary thing.

There are list of signature campaigns that accept junior members to legendary, I have seen one or two of such campaigns, but not so comon this day's, you can read through the history and datas of various signature campaigns that have been run in the forum, most especially the one that are run by some signature campaign managers that give lower rank members the chance to earn wearing signatures, Yahoo is one of those campaign managers that give lower rank members such chances.


So the right to pick whatever rank is with the campaign manager, so whatever they decided, and whichever rank the choose to bring onboard, although lately the number of signature that includes junior members or members ranks have reduced greatly.

Him being a Jr. Member means he wants to learn more about how signature campaign works. This is the reason why lower ranked members aren't asking questions at all.
I don't know if my statement sounded rude, or should I say how it sounds based on the tune the reader uses in reading it, which might also transmit a different meaning from the statement? I really don't mean to be rude to the Op; I just needed to give a straight-forward response to what I feel is right.

I think the reason is that you get more quality posters that are high ranks than low ranks and since it is promotion the company deserves quality and well experienced daily posters in the forum to promote such project. It is not easy to rank up from a newbie to Senior member without you improving yourself in the forum by reading and contributing to discussions. Low ranks are new with little knowledge and might not give quality and efficient service to the project, and whoever is a low rank member that is improving in knowledge will grow fast and rank up. You cannot give out what you don't have.

As for OP, lower ranked members have limit in characters when it comes to wearing signature whereas, higher ranked members especially those Hero Members and Legendary members doesn't have (or at least the maximum number of characters is enough for the signature to be inserted). Higher ranked members can wear signature that are visually good for the users who are browsing the forum compared to those lower ranked members who can only insert texts on their signature. I believe this is one reason why they prefer higher ranked members. Nevertheless, I agree with what @Nwada001 said that it's up to the CM's and the project owners as well.

I doubt it's the project owners, I think this is often the job of the Campaign Manager (CM), I guessed they often opt for the most effective strategy of the project from the allocated funds and span of the campaign. After all this is among the main reason project owners opt for CM rather doing it themselves

Well I have seen some signature campaign that do accept the applications of junior members and above. Another reason is probably because many accounts that are lower than full member rank are valuating the rules of the forum more. But if the managers do not accept ranks below full member it's definitely the institutions from the company.

For the projects that don't know how the forum works, their decision on which rank to work with will be based on the recommendation of the campaign manager.
 
And some people believe that the higher-ups are those who can promote projects in their signature space much better than the lower-ranking members based on the experience that the higher-ups might have on the forum, which in most cases might be the reverse.
