yes we can create system which user can instant top up mobile but the problems are:
- customer will have to wait until bitcoin transaction confirmed ( take 15mins up to 24h )
- hard to user another service we providing ( cards, exchange, withdraw, transfer...)

If you have fund with uquid > all transaction will instant
you also have more options to get uquid balance rather than only bitcoin

So what do you think ? is that good for us or we should open instant topup without registration ?
