no you can't link it to an existing github account (you plan will be upgrade to have unlimited private repos automatically when using github student developer pack) don't worry

what do you mean ? there is no exploit and the account is created on basis of valid student id not from .edu email .

digital ocean doesn't work with vcc nowadays due to no. of fake logins etc. they accept credit card or paypal. a little $1.6 is deducted from ur account which is refunded within 30 days and you get full $50 credits.

yes , you have to add a valid credit or debit card or paypal address but its digital ocean limitation and promo is legit from github. So its all legal.
