IMO, there is no specific season for the best time for trading. Both bear and bull seasons can be a good time for trading as long as there is a chance for gaining profits. Dump/pump will happen both in bearish and bullish seasons, so there is always volatility/change in price. Especially for professional traders, they even can make profits almost every day since they probably trade varied coins. They will trade the coins that they assume will be profitable for that day, they have deep analysis regarding the way to choose coins for trading.
By the way, it is different if you mean the best time to buy crypto coins for investment. In this matter, it is true that the bearish season is a perfect time for buying as many as crypto coins. Most crypto coins are decreasing their prices significantly during the bearish season, so people can get crypto coins at low prices. Then, they will hold the coins for a few years and will sell them in the bullish season (bullrun).
