So what's the problem with consensus decision? Some % from each block - the need to beg from pool owners wiil be eliminated and also you get steady income for operations. And the dump dump dump possibility also diminishes.

Zoin needs funds for proper development.

You make strange statments. "3% per month is almost nothing" but "1KK worth something". When it is worth? Yes, only when being sold.
1 coin or 1KK coins worth nothing being just numbers in a wallet.
To fund the development 1-5-10% of mining coins are more than enough. Many projects has this scheme.
So we return to the main goal of so called "budget". As I said before trust is trust but money are in different pockets.
Also when "no premine" coin transforms into 5% premine - it is not good at all. What will be tomorrow? 10Ml coins in "fund" in 1 day?  

we will do with the current fund (only 3% from acc pool), we will not be able to do good marketing,  development that can be done in 3 months will be done in 6 or 9 months for lack of means.

the goal of these funds is to accelerate development, the result can be seen in less than 3 months.

in any case,admins (me and 3 others) will stay regardless of the result.

I've read the notice and comments below. And I've different thoughts about it but no one of them is right at all. So I just ask: What will be if ZOIN community reject your request about mining reward and you will get no money? What will happen with the project?

Why did I read Zcoin at first glace then kept doing it over and over?  I'll look into this, I have developed an obsession with Privacy coins.

And we dont want to take anything from the miners, which is why we believe that this solution is the best one.

The goal is to have a budget and not have 3% per month which is almost nothing, I must point out that we currently have 15,348,950 ZOIN in circulation so there is still 5,651,050
according to you and we will succeed in developing the project with only 3% for the dev team so 169,531 ZOI to manage all the expenses for many years of the project:

I managed the budget and I know what I'm talking about, the development is expensive but it is necessary.

It is said that funds are needed NOW. Coins worth nothing if you don't sell them. You can't eat them 
But the same ammount in several months/years is not acceptable as I understand. So - what's the difference? The only one - with devs proposal they can dump coins in a month. Otherwise - why do they need it urgently? To look on numbers in a wallet? 

All fees will be paid in Zoi. Not dumped or traded on the market.

1) I know, but they also sold them. I think most of them. With 1-3BTC daily volume it is not difficult.
2) You a talking about funds now. It practically MEANS that coins wiil be dumped, isn't it? Or how work can be payed else?
1-5% devfee from the block is the best variant. People don't like premine especially hidden or "sudden". But some % for development fund from mining is not only fine but it is fair.

botnet has been around for months and believe me they mined a lot a lot of zoin

we need funds now, some work for free for months and have not touched anything, we can not continue this way.
what we do is the same thing as the% rewards blocks but in addition to speeding things up so that things get back to normal

The funds will be managed by the ZOIN FOUNDATION in a transparent way, it is the ADMINS (pelkopf,kamikaza,erikw79 and me) who will take care of the expenses and the management of the budget.
A part will be distributed to the dev team whose @jackieboy is the lead dev, another part will be dedicated only to other expenses such as website, pool costs and marketing, it will be managed by the admins too.
all expenses will be notified and a tab on the website will be dedicated to that and you will be able to see all the expenses
we will make sure but also the community will take care of the expenses and we can discuss about all subject.

I will not take any of these funds but I will make sure that every spending money is done in exchange for a job that will bring added value to the Zoin project.

1) Botnet isn't mining 1KK coins in a month. It is simply impossible.

you must already know that for the moment the development is PAID by the ADMINS with their PRIVATE FUNDS.
we tried with the support of the community SYSTEM with 3% for the dev team to pay back by the POOLS OWNERS who were all in agreement but did not respect their commitments, only @euroline did it and I thank him for his serious.
ZOIN needs development and it costs money, there is no taboo with Zoin, we are transparent and that is why there is a vote and you can say no and your choice will be respected
but the development is expensive and we have a lot of things to do, these funds will be managed by the ZOIN FOUNDATION and will be spent in a transparent way.

Why not to make more or less permanent 0.5-1-2-5% devfee? Whouldn't it be better? Almost no market pressure.
As for me I don't like that 930K coins in 1 months. Trust is trust but....money is money.
Even the possibility of dump will already dump the coin.

The Zoin will be premined and then dumped on the open market to raise money - further depressing Zoin value. 950,000 Zoin created in 1 month to be dumped.

 For the past couple months, we have been pushing forward on development with almost zero funding. Up to now, we have received virtually no donations, and some of the large pools have not been sending us the fees they have publicly claimed they have been sending. Therefore, most development has been paid out of the pockets of team members and this is still not enough, as this work is all right now being done for free. The team talked about it, and we have come to a solution that will help the team allocate enough funds to correctly and properly fully develop Zoin into what we are all wishing for.

What we are proposing here will not only fix our funding issue, but it will also help secure a portion of Zoin that will be used to help the development team.  

Currently our max cap looks to be ~20.3 million zoin. We want to extend the rewards at block 210,000 to stay at 50 for 25,000 blocks until block 235,000. In this time, miners will still be receiving 12 zoin as discussed, but the remaining 38 Zoin will mined and sent to the development team. This will last for a bit over a month and will be around 950k Zoin mined and sent to the dev team. After block 235,000, the Dev rewards will stop, and block rewards will go back to 12. This process will not affect anyone, as we are not forcing any miners to pay us fees or lose out on their rewards. The pros of this is that the team will now have funds to work with to catalyze development and to continue advancement of Zoin. The total Zoin cap in the end will now be closer to 21 million than it was before, so there is no additional inflation we need to worry about either. With that being said, we will initiate a vote for 2 days where the community can decide. We feel as if this is truly the best solution for everybody, and we will accept whatever the community decides. This will take place in #voting.

TL;DR: The dev team is asking for funding by extending 50 Zoin block rewards for 25,000 blocks, which will not affect miners, 38 Zoin to development team, 12 to the miners.
