Do you mean a review campaign just like what 1XBIT is holding right now, it's a good idea and highly recommended be sure to only accept higher rank members with a good reputation in the gambling community to avoid people from abusing this campaign of course it should not be moderated topic for transparency.
While mardaed above is suggesting to accept low rank members also, you are suggesting to accept high ranking members only.
I believe, it is good to have both but not newbies with first post just to join the campaign.
There are some players with low rank levels and you can review their post history to verify that they are indeed gamblers.
Varying opinions will give you good insights for the improvement of the site.

Review campaigns are always nice for people. if i can give you some advice, don't make it to small and let people with lower ranks also try to give their opinion.
You can have experienced bettors who have a low rank in the forum. Their opnion is also important imo.
There are some other bookmakers who also have this campaign.

Depends...If it will be free promotion, I am sure have a limit for higher rank is better choice so no chance for abuse but if it will be paid promotion where participants need to make bet or need to pay an entry free, it is fine to skip the rank requirement.

Don't go out of your own thread to promote your promotion, it's spamming, and stop sending messages it will get you in trouble, people here are looking at active threads to check for new promotions people will notice it if you want people to get across these promotions and giveaways launch a signature campaign, so many members here will see it, and take part on it, do it the right and your account will be safe and trusted.
