Maybe he is also referring to those undergrad people who can't even be hired in a BPO company. BPO is one of the most fast paced and growing industry in the Philippines.
Getting into bpo can get 0.3 btc in a week converted to fiat money.

Look at government institutions especially at DSWD, DOLE and DepED. Some of employees there are undergraduate. There is also a manufacturing company like Procter and Gamble accepting undergrads. Service crew in fast food are example too. There's no such thing as unbalanced treatment like he is stating. The problem is themselves. Learn to put an effort because other undergrads can get work too.

Taking loan is not really an option for what OP is asking, how someone will pay the loan of 0.3 after taking it?
If you already have a method to earn that amount and pay the loan then just do it and skip taking loan.
