Look the stats of BPO company. Do you think majority them are graduate? They are under graduate but have some skills and now they are dominating the BP industry. Im on a BPO company and most of my workmates are undergrad.
Maybe he is also referring to those undergrad people who can't even be hired in a BPO company. BPO is one of the most fast paced and growing industry in the Philippines.

Look at government institutions especially at DSWD, DOLE and DepED. Some of employees there are undergraduate. There is also a manufacturing company like Procter and Gamble accepting undergrads. Service crew in fast food are example too. There's no such thing as unbalanced treatment like he is stating. The problem is themselves. Learn to put an effort because other undergrads can get work too.
