Experience gambler provably not do any action without doing any research. Those situation usually happened to noobs on gambling scene that's why they just get surprised when they already got scam by the casino they are playing. That is common practice here. If they could just research then verify the reputation or community standings of this casino then they provably could lower down the risk for losing money from scams.

For sure those bonuses they claim to be given to their costumers is one attractive factors on why people got interested to avail then try those offers they say. Right now what I see that they are into reviewing site so far. Didn't see any active ads running on well known site so we can assure that paid review sites is their only option on where they could advertise their casino.

The average general gambler especially outside of bitcointalk doesn't seem to care about the rating of the casino they are signing up for, unless they are experienced. Their main focus is to register an account and start betting, that's why sometimes they get stuck in it.

But whatever the casino, the main thing every gambler needs to consider is risk. Apart from the risk of losing, the risk of casino cheating and all forms of scam therein is something they should not ignore. I do come across 1xbit ads almost every where, even sometimes on my TV, and one question I've always had in my mind was, doesn't those guys advertising this casino know that it's scammers behind or that are running the casino? And on the other hand, I thought that by now, the domain should have been seized and banned from operating.

Anyways,, unlike you, I blame the victim for not researching before registering and putting money into 1xbit, the same way he found this forum after he's been scammed, same also he would have found this forum before signing up on the casino if he had taken a minute or two to do some research, and who knows, maybe this forum would have saved him from falling victim there.
