Here i made some calculations, how much does it cost to load 100 EUR to card of 3 providers.
Remember that after loading card you might get charged for spending (like currency exchange fee - usually 3%)

Bitpay: 1 BTC = 4821 EUR
Advcash: 1 BTC = 4765 EUR
Xapo 1 BTC = 4741 EUR
Cryptopay: 1 BTC = 4681 EUR
SpectroCoin: 4677 EUR
Wirex 1 BTC = 4644 EUR
ShakePay 1 BTC = nvm (btc rate changed at the time of testing shakepay)


From most expensive to cheapest:

1. Advcash: 100 EUR = 0,02156 BTC = to load you really pay 103,87 EUR
2. Wirex: 100 EUR = 0,02153 BTC = to load you really pay 103,73 EUR
3. Cryptopay: 100 EUR = 0,02146 BTC  = to load you really pay 103,394 EUR
4. Bitpay: 100 EUR = 0,021384 BTC = to load you really pay 103,02 EUR
5. Spectrocoin: 100 EUR = 0,0213809 = o load you really pay 103,01 EUR
6. Xapo: 100 EUR = 0,021092 = you really pay 101,621 EUR
7. ShakePay: 100 EUR = 0,02107180 = you really pay 101,24 EUR

Shakepay, Xapo looks cheapest (fee is around 1.6% to deposit), although i gave it only quick look.

So whatever the providers says, the rate is usually 3-4%... they hide is somewhere but that's just the point.
If you dont withdraw or pay in card currency you get another 3% for transaction exchange.. so it's even 6-7%.
For example bitpay has almost same rate as real exchanges.. but it has 3% load fee..

So has anyone found any solutions for after Oct 15th for Non Eu residents? I thought cryptopay had us covered, they sent me a mastercard that was supposed to work but I recently got another letter saying this one won't work either. So non eu residents (ie Canada) we seem to be shit out of luck. I'm hoping someone knows of another card provider?

Well, what are your specific needs? I can help you out if you tell me what exactly you need and what information you feel safe providing. As I said before, we are only really out of luck when it comes to anonymous cards. The problem lies in the amount of information we are forced to give up, but the options are there. I will be posting soon about the Shift Card, so expect some information on that once I get it.

Did anyone try with leupay card to fund the card from the exchange?
That might be the solution for non EU residents.

Given how it seems that all the debit card providers that I used to use have started coming down, I have gone ahead and ordered a Shift Card. The only problem that I had with getting it was the amount of personal information I was forced to give them, but I understand that this is mostly due to the regulations set up by the government. They are heavily tied with Coinbase, and while I personally have not had any problems with them, I have heard horror stories of people losing access or being locked out of their accounts. I am kind of just hoping that this does not happen to me.

Absolutely. I already found a small problem (more of an inconvenience, really). The card is currently on the way, but in the meanwhile I decided to download their app for iOS. I do not know how the experience is on Android, but the iOS version of the app looks absolutely abysmal. It is horribly made and is really due for an update. Half of the buttons in there just link to a website and those that don't just show different pages of the mobile version of their website. I am hoping that the actual card service is much better.

SpectroCoin last week stopped offering VCC without sending them a pic of yourself with your pants down. They are a mychoicevisa reseller.

I am looking for an alternative VCC source. So far, my research indicates:
  • cryptopay.me - $2.50 per code, deposits via BTC only
  • wirexapp.com - $3.00 per code, deposits via BTC only
  • advcash.com - $1.00 per code, deposits via BTC and some eWallets like ecoin.eu etc
  • tenX.com      - $1.50 per code, but require phone verification with number outside USA and first you need to order a physical card for $15 to later get the option for VCC

I hope this list helps, and we can work together to identify a good (cheap) source of VCC. Deposits via DASH or Eth are a bonus because of low transaction fees.

A word of warning to anyone here who has used a card from UQUID: It seems like they have now set up a firewall to block out users outside of their target area that they service. I have no idea when this was set up or if/when they announced it (for obvious reasons, I can no longer check to see if this was announced). I was never sent any sort of email about this either, so I would like to know if this was just me or if it applies to anyone else. I would be very wary of any deal with them and cannot advise to support their currently ongoing ICO. You should probably stay away, as is the case with most other ICOs happening right now. SpectroCoin is now the only card that I have not quite been disappointed by.
I also had some trouble with Uquid.They didnt ship my card to destination address and blamed me for lost postal. Now i use alternative options to cashout my bitcoins.

I'm using xapo and it's pretty convenient. Does anyone know if xapo is anonymous?

hey man i am usisng the Xapo too but i have some problems, i made a POS transaction with XAPO card and i was comisioned  with 2,25 euros and shows up like an ATM withdrawal not like an POS transaction that should be free, did you had the same problem?
On there site is write that POS transactions are free of comisons!

Tech industry sounds alarm over draft online payment rules in the EU

Twenty-seven e-commerce companies and lobby groups have asked the European Commission to change a draft proposal to regulate payment services, arguing that additional security measures will drive shoppers away from online platforms.

The Commission wants to cut down on online fraud by requiring consumers to use card authentication measures like reader devices, to scan their fingerprints or use other biometric checks for purchases that cost at least €30.

Higher value purchases are considered riskier. That means consumers will need to take an extra step to authenticate each purchase before it’s approved.

The EU executive is still finishing its draft of the proposal and will send it to MEPs and diplomats from national governments within the next few weeks, using a fast-track legal procedure known as an “implementing act”. MEPs and member states can either approve or reject the text within three months of receiving it, but cannot make changes to it.

The EU executive has argued that people will be more likely to shop online if they know it is safe. But e-commerce firms claim the legislation will have the opposite effect.

“Any extra click required to confirm a purchase can discourage the consumer from finalising the purchase. This hurts both EU consumers and traders,” the industry groups wrote in a letter sent on Monday (27 September) to Commission President Jean-Claude Juncker and eight other EU Commissioners, including Vice-President Valdis Dombrovskis, who is overseeing the draft legislation on payment services.

The letter, obtained by EURACTIV, was signed by DigitalEurope, a lobby group that represents Google and other big tech firms, as well as E-commerce Europe, an association representing Amazon, and EDiMA, which represents online platforms like Airbnb, along with 24 other companies and associations.

The guidelines risk “creating legal uncertainty for European sellers and traders. This could restrict their ability to offer products and services to customers across the European Union,” the letter says.

Some online payments can be exempt from the security rules if companies produce an analysis that proves they are low-risk. The tech firms asked the Commission to allow exemptions based on e-commerce retailers’ own fraud assessments, and not only on banks and online payment providers’ analyses.

A Commission official confirmed on Monday that the EU executive had received the letter. Commission staff involved in drafting the new legislation will meet with MEPs on Wednesday (27 September).

The Commission is not planning to change measures in the current draft that apply security measures to online purchases, EURACTIV understands.

According to a 2016 Eurostat survey, 68% of people in Europe had no difficulties shopping online. Only 3% of shoppers had experienced fraud in the previous year, meaning they did not receive what they bought or their credit card details were misused.

Fraud rates vary between EU countries: France had the bloc’s highest record of payment card fraud in 2013, at .07% of total transactions from French cards. That was more than 10 times the amount of fraud recorded in Hungary, Romania, Lithuania and Poland, figures from the European Central Bank show.

The Commission proposal outlines standards based on suggestions from the European Banking Authority. The proposal is supposed to tack on another legal measure to the so-called second EU payment services directive, or PSD2, which was approved in 2015.

Markus Ferber, the centre-right German MEP who is in charge of negotiations over the bill in the European Parliament, said changes to the latest version of the draft standards to make the rules apply to purchases of €30 or more will “limit the impact on online shopping”.

An earlier version suggested that purchases of at least €10 fall under the rules. The latest draft proposing secure payment authentication for higher value purchases will affect fewer online purchases.

“Especially when it comes to high transaction values, I do not think that consumers would mind an extra layer of security,” Ferber told EURACTIV.

Ferber’s office has received several complaints each week about the controversial draft guidelines as MEPs and industry groups await the Commission’s final proposal.

In addition to the security authentication measures, banks and online payment providers have also lobbied to change measures in the proposal that regulate how third-party services like Germany’s Sofort Überweisung or IDeal in the Netherlands can act as intermediaries and access customers’ bank accounts. Online payment providers have pushed for more access to bank account data.

To be clear, while they did contact me about their newly released card, I did not take them up on the offer.

I think that they've sent PM to most of the ones posting in Bitcoin debit card threads.
It looked quite unprofessional approach for me, but it was not the only reason to turn them down.
However, if somebody reputed is using their card, a feedback would help everybody...

I posted something about Wagecan recently in another thread that might be useful here as I see discussion about it.

I recently got a PM from a Wagecan rep (weiting@Wagecan - https://bitcointalksearch.org/user/weitingwagecan-963014) after having posted in the Advcash debit card thread. He was promoting their own debit card that I took some time to check out and consider among my other options. My only problems with it are that the limits are much lower compared to other cards given by other vendors given comparably ID requirements and that their debit card, unless I am missing something obvious, costs over $100 (am I even looking at it right?) according to their pricing page on their website: https://wagecan.com/Pricing. Not sure if anyone has any experience with them. The rep gave me some links, but I would like to know no-bias.

No. To be clear, while they did contact me about their newly released card, I did not take them up on the offer. They did require too much ID + verification which was way past my limit. This is the reason why I openly asked if anyone here had any experience with them, as I would feel very uncomfortable giving away any information to an unknown party without any significant reputation.
