Does anyone has any real information about what tool is used and by whom to actually make these bans happen?

If you read the first few posts in this thread it is evident that many people know which member is responsible for this, but it is quite understandable that no one will publish it publicly. Given the number of forum users who are banned due to this user tool, it is somewhat understandable that he /she wants to remain anonymous for now.
The only way to satisfy your curiosity is to ask someone who has that information via PM.
. Farmed accounts are doom at this time, except by Gods grace, just pity those Higher rank members who got their account booted out from shit post/plagiarism. Many of these accounts where booted for financial reasons, because of my post count remains 8(eight) to be completed, to have my cut-share thereby ended up copy paste and forget to clean up the mess (hackers with vulnerability that are unable to clean their mess before exit) 
DOOM!!.
