I don't think that it is a given. There is still a lot of what-ifs to get a altcoin run started.
I do think that major coins like ETH, LTC and XRP will likely see steady and sustained growth once the BTC bull market picks up once again. The same can't be said for coins that have low market cap and liquidity within the market that previously thrived.
Make sure you're prudent in regards to what you invest in. Don't invest your money in projects that promise too much, or vaporware in general.

Based on my observations the last few days the graph movement of altcoins in a positive direction. Which is the price of altcoins

in my opinion altseason will arrive if bitcoin can touch the new ATH, before bitcoin touches the new ATH again don't expect altseasson to come.

Sure, there's a few exchanges that have alt/USD markets, but almost everyone exchanges their Bitcoin for altcoins. This is why there's a correlation between these two. The last time we saw all time highs on everything, Bitcoin was also at it's all time high. There can be slight outliers in this from time to time, but generally altcoins grow when the crypto market cap as a whole grows.
That is why the pattern is that Bitcoin will rise and hit its own ATH first before the altcoins do. The first coin majority of the investors buy when entering crypto is of course Bitcoin. So before the money will flow into altcoins, it has already passed through Bitcoin. And then it is also a fact that more often than not when Bitcoin is bullish, the altcoins will not be the same. But when Bitcoin has already hit its ATH, the correction follows, and a big part of the Bitcoin portfolio of the investors are going to be converted into altcoins.
It is difficult to say that the altcoin season almost arrives because there is no one will have a 100% accurate prediction of the right time. But we have a sign that we can see at the market, which is the altcoin start to rise slowly, and I think the altcoin needs to get the right step to increase. I have heard this uncounted amount of times, science 2017. But the reality is that there would not be any altseason, if you look at BTC dominance. At the moment, when it falls below 50 percent, altcoins will begin to raise.

i don't think there's any SPECIFIC indicator of altseason, but rather a set of them, signs its growing
Accumulation of small cap coins, big buy walls on liquidity movement coins like LTC, DOGE,REDD, dominance of BTC (fairly high right now)
And after that you just "feel it" in the market, and then BOOM it happens b4 you know it

I just click the site that you have provided and it contains a different chart that shows the possibility of rising but still, we are not sure of that movement. As of now some of the altcoins in the market are now down and even bitcoin. In addition, we can see some altcoin that until now are keep on increasing just like binance coin. I usually see a bunch of old altcoins pumping, that is my indicator. but at this time, I have not seen that. It might not come within the year. If Bitcoin will make its strongest bullish rally weeks before the year ends, then altcoins might have their own rally in the remaining days of December. But if Bitcoin will rally only in the last few days of December, the altcoin rally might take place in the early weeks of January. But if Bitcoin will fail to even rally hard and reach $15,000, the altcoins might not even see a rally in prices. We will be waiting for months again.

For me the thing that triggers alt season is when a) prices have risen and there is sufficient confidence in the market for people to move out from BTC into the alternatives, and probably more important: b) that gap between BTC and alts has extended further and reached the point where alts look so under-priced that people just have to start moving in.
I remember of recent that I was trying to explain the issue of cryptocurrency to my dad and my mum when they came around, and I realized that when I was lecturing them, everything that I was using as reference was strictly bitcoin and this happens a lot in many people's houses, so even if we have new people in the market, they will still no bitcoin more than any coin, and for altcoins season to get popular again generally, I think that it will take the ico to redeem its image again.

Truth is, most altcoins will die a slow death. Only the strongest teams will manage to pull back their projects to their old all time highs.
2017 was all about hype, not much else. Basically buy, and hope someone buys after you, so you can dump on them.
Moving forward, I believe products with actual services/products will survive, and a lot of them will surely be a better investment in terms of ROI than BTC currently is (due to marketcap).
