Not sure what you are driving at? Are you talking about the possibility of BTC fees getting so high that many UTXO are more expensive to send that what they are worth? The reason BCH came into existence was to cater to a substantial part of the Bitcoin community who believed the block size should simply be raised. It's that simple.
No, I meant people who had lost their BTC would likely use BCH which is more affordable alternative for them.
Are you talking about people who lost their bitcoin either by sending to the wrong address or losing their private key? I don't see why they would proceed to pick BCH rather than BTC, unless they feel BCH has more upside potential.
The guy probably mean BCH is more affordable than bitcoin, thus for the same amount of money, people can buy and own more BCH than bitcoin
