so it s mean there is the most speed there but it s only 12-15 kh/s, so what is doing the 500kh ? nothing they finding no block

Yes indeed, we have this nicehash miner problem, but it is real
I mean somebody is spending money to mine XCI on high difficulty and than leaving. Network is slower than expected now but it will adjust. If he is attacking or trying to mine more XCI, he is still spending money for nicehash. We can measure the cost. His speed was about 300khs will cost him 0.1btc for every 4,5h. You can get about 3500 XCI for 0.1btc on cryptopia or you need to mine about 370 blocks. 
When XCI will be 1$ (very very likely before the summer 2017) everyone who is mining it now and not dumping will be reach enough to smoke the weed every day all day
