we have lost all coins from hacker event , can't we re-join from the start with 0 coins ? if can't , it is ok ,but we need to have the authourity to rejoin the distribution with a new address。 can we reapply from this URL: https://deeponion.org/apply.php with the new wallet right now or as soon as possible?

It should not be too difficult thing to check it out.
